The wholesale natural gas market prospects in the Energy Community Treaty countries

Abstract
The Treaty establishing the Energy Community in Southeastern (S.E.) Europe (2005), aims to facilitate the creation of a common, competitive energy market in the region. However, the signatory countries have not advanced in the same pace, to implement this undertaking.

This paper ranks the nine Energy Community countries, according to their prospects for integration into a regional competitive wholesale gas market, using a Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) method. The method evaluates the state of technical and institutional framework and the actual functionality of their markets. Sensitivity analysis is used to examine the robustness of the final results.
